Mihaela Papa

Mihaela Papa is the Assistant Director for International Activities in the Office of the Provost. She has extensive experience in international affairs as a practitioner and as an academic. Her career started in Europe, where she worked in Croatian Foreign Ministry on Croatia’s relations with multilateral organizations, and her recent U.S. career focused on China and the BRICS countries. As a postdoctoral fellow at Harvard Law School, she managed the School’s major international project on the globalization of the legal profession in China, India and Brazil, engaged with universities in these countries and held a visiting position at Fudan University in Shanghai.

Dr. Papa’s academic expertise is in complex multiparty negotiations and sustainable development governance, including climate and water policy. She has taught graduate policy courses in these fields at Tufts and Brandeis and designed negotiation trainings for Harvard Kennedy School. She published peer-reviewed articles in Global Environmental Politics, Global Environmental Change and other journals and gave talks at many universities around the world.

Dr. Papa also provided policy planning advice to the U.S. government, served as expert project evaluator for the European Commission and as a consultant for the International Institute for Sustainable Development. She holds a BA in Economics from University of Zagreb, an MA in Law and Diplomacy, and a PhD in International Relations from The Fletcher School at Tufts University.
